The City's Human Services and Community Development Block Grant (CDBG) programs allocate grants to help support local non-profit organizations that provide social services to low- and moderate-income City of Santa Barbara residents. The program also provides CDBG capital funds for construction and economic development activities that benefit low- and moderate-income City neighborhoods and individuals.

The City of Santa Barbara’s Draft Annual Action Plan for Program Year 2026 is available for a 30-day public review period. The purpose of the review period is to provide the public with an opportunity to comment on the planned expenditures of approximately $2.54 million in CDBG and HOME funds for activities such as housing, public services, capital improvements, economic development, and administration and planning.

The Draft Annual Action Plan will be available for a 30-day public review period from April 15, 2026, through May 17, 2026. Written comments will be accepted during this period by email at HHS@SantaBarbaraCA.gov.
